Pagkatapos, may nangyaring problema.

  • sino ang nagbigay ng instruction;
  • ano ang eksaktong pinapagawa;
  • anong area, tao, item, o sitwasyon ang sakop;
  • kailan ito magsisimula at matatapos;
  • may conflict ba sa post order o existing procedure;
  • sino ang kailangang ma-notify; at
  • saan ito dapat i-record at i-turn over.

  • pagbabago ng gate assignment;
  • temporary traffic control;
  • pag-assist sa delivery;
  • pag-alert sa ibang post;
  • pag-monitor ng isang area;
  • pag-coordinate sa admin;
  • emergency response; o
  • temporary adjustment habang may operational concern.

  • kung sino talaga ang nagbigay;
  • kung authorized ba siyang magbigay ng ganoong instruction;
  • kung ano mismo ang pinapagawa;
  • kung may limit ang instruction;

May dalawang magkaibang concern dito:

  • ano ang instruction;
  • kailan ito ibinigay;
  • ano ang saklaw;
  • paano ito naintindihan;

  • site SOP;
  • post orders;
  • agency policy;
  • client procedure;
  • reporting line;
  • contract or terms of reference;
  • emergency plan; at
  • authorized communication system.

Actual-Duty Scenario: S.G. Alex at OIC Reyes

May existing procedure:

Walang memo.

Walang message mula sa admin.

Hindi rin malinaw:

  • kung isang delivery lang ba ang covered;
  • kung kailangan pa rin ang ID verification;
  • kung hanggang anong oras ang adjustment;

  • May admin confirmation ba?
  • Na-turn over ba sa next shift?

Ikalawang posibleng galaw

1. Kulang ang source

Sino ang nagbigay?

Supervisor ba, OIC, admin representative, client representative, control room, o ibang tao?

Ano ang kaniyang role sa reporting line?

2. Kulang ang date at time

Kailan natanggap ang instruction?

Bago ba o pagkatapos ng incident?

May ibang instruction bang nauna?

3. Kulang ang exact meaning

Ano talaga ang sinabi?

“Papasukin mo” ba?

“Assist mo” ba?

“Observe mo muna” ba?

“Temporary lang” ba?

Magkaiba ang operational effect ng bawat isa.

4. Kulang ang coverage

Sino o ano ang sakop?

  • Isang visitor?
  • Isang delivery?
  • Isang area?
  • Isang shift?
  • Lahat ng papasok?
  • Isang emergency situation lamang?

5. Kulang ang duration

Kailan matatapos ang instruction?

Hanggang dumating ang supervisor?

Hanggang matapos ang delivery?

Hanggang sa end of shift?

6. Kulang ang coordination

Sino ang na-notify?

May acknowledgement ba mula sa admin, control room, receiving department, o next post?

7. Kulang ang action taken

Ano ang aktuwal na ginawa ng guard?

Hindi sapat na may instruction. Dapat malinaw din kung paano ito ipinatupad.

8. Kulang ang final status

Natapos ba ang instruction?

Kinansela ba?

Pinalitan ba?

Naibalik ba ang normal procedure?

Na-turn over ba sa next shift?

Practical Decision Tree Kapag Verbal ang Instruction

Hakbang 1: Tukuyin ang source

Tanungin:

Tanungin:

  • Sino ang covered?
  • Saang area?
  • Anong items o movement?
  • Kailan magsisimula?
  • Kailan matatapos?
  • Anong normal controls ang mananatili?

Hakbang 4: I-check kung may conflict

May conflict ba sa:

  • post order;
  • site SOP;
  • emergency procedure;
  • access-control policy;
  • safety rule;
  • existing written instruction; o

  • direct repeat-back;
  • radio acknowledgement;
  • official text or chat;
  • written note;
  • logbook acknowledgement;
  • control-room confirmation; o
  • instruction mula sa authorized admin or supervisor.

  • ano ang instruction;
  • sino ang source;
  • hanggang kailan ito valid;
  • ano na ang nagawa;
  • ano pa ang pending; at
  • sino ang tatawagan kung may tanong.

First Move: Clarify Before Acting on a Vague or Unusual Instruction

1. Huminto sandali

Huwag agad mag-assume ng meaning.

2. Ulitin ang pagkaintindi mo

“Sir, para sure lang po: ang instruction po ay ______, applicable sa ______, mula ______ hanggang ______. Tama po ba?”

3. Linawin ang critical details

Source, action, area, coverage, duration, at required coordination.

4. I-check ang existing procedure

May affected bang post order o safety control?

5. Coordinate when necessary

6. Record and endorse

Kapag may immediate safety concern o emergency:

  1. unahin ang life safety at emergency procedure;
  2. ulitin ang pinaka-critical na instruction kung may oras;
  3. kumpirmahin ang location at required action;
  4. gamitin ang authorized communication channel;

Kapag may existing post order

Core record fields

  1. Date and time received
    Kailan natanggap ang instruction?
  2. Name and role of the source
    Sino ang nagbigay at ano ang kaniyang designation?
  3. Communication method
    Personal, radio, phone call, official text, group chat, o ibang authorized channel?
  4. Exact or accurately understood instruction
    Ano ang malinaw mong pagkaintindi sa instruction?
  5. Area, person, item, or activity covered
    Ano ang saklaw?
  6. Start and end time
    Kung temporary, kailan ito valid?
  7. Clarification requested
    Ano ang nilinaw mo?
  8. Confirmation received
    Sino ang nag-confirm at paano?
  9. Persons notified
    Sino ang na-coordinate?
  10. Action taken
    Ano ang aktuwal mong ginawa?
  11. Result or final status
    Ano ang naging outcome?
  12. Turnover status
    Naipasa ba sa next shift? May pending action ba?

Sample Logbook Entry

Educational example only. Sundin ang format ng inyong site.

8:40 PM — Received verbal instruction from OIC Reyes at the Main Lobby to temporarily route one approved delivery through the main entrance from 8:45 PM to 9:15 PM. Clarified that ID verification, delivery reference checking, and receiving-department confirmation remain required. Admin desk notified through radio at 8:42 PM. Instruction implemented after confirmation. Normal delivery routing resumed at 9:15 PM. Endorsed to incoming guard.

Mapapansin na hindi sinabi ng entry na:

  • “Delikado ang utos.”
  • “Mali ang OIC.”
  • “Siguradong may problema.”
  • “VIP kasi.”
  • “Pinilit ako.”

Ang nilagay ay:

  • source;
  • time;
  • instruction;
  • clarification;
  • action;
  • coordination;
  • final status; at
  • turnover.

Sample Entry Kapag May Conflict sa Post Order

9:10 PM — Received verbal instruction from OIC Reyes to allow a delivery through the main entrance. Clarification requested because the current post order directs deliveries to the service gate. OIC Reyes coordinated with Admin Representative Cruz. Final instruction received at 9:15 PM: maintain service-gate procedure. No change implemented. Matter endorsed to incoming shift for awareness.

Hindi ito pagsulat laban sa supervisor.

Ito ay factual timeline ng:

  • original instruction;
  • conflict noticed;
  • clarification requested;
  • coordination made; at
  • final action taken.

Ano ang Hindi Dapat Gawin?

Huwag mag-backdate

“Instruction appeared inconsistent with the current post order, so clarification was requested.”

  • “Basta papasukin mo.”
  • “Gawin mo na lang.”
  • “Ako na ang bahala kapag may problema.”

Mas malinaw kung sinabi:

  • sino ang covered;
  • ano ang exact action;
  • anong controls ang mananatili;
  • hanggang kailan;

  • absent ang OIC;
  • hindi sumasagot ang supervisor;
  • client representative ang nagbibigay ng conflicting direction;
  • may emergency; o

Kailangan Bang Laging May Written Confirmation?

  • nature ng instruction;
  • existing site procedure;
  • operational urgency;
  • reporting line;
  • impact sa normal procedure;
  • duration;
  • accountability risk; at
  • available authorized communication channel.

  • unusual;
  • vague;
  • contrary sa normal procedure;
  • may safety implication;
  • may access-control exception;
  • may financial or property concern;
  • tuloy hanggang next shift;
  • posibleng balikan kapag may complaint o incident.

  1. ulitin ang pagkaintindi mo sa instruction;
  2. linawin ang source, scope, at duration;
  3. gamitin ang authorized communication channel;
  4. i-record na humingi ka ng clarification;
  5. ilagay kung ano ang confirmation na natanggap;

Ilagay:

  • kailan mo ito ginawa;
  • bakit ngayon lamang ginawa;
  • ano ang personal mong naobserbahan;
  • ano ang natatandaan mong instruction;
  • anong records ang binalikan;

Turnover Checklist

Bago matapos ang shift, itanong:

  • May active instruction pa ba?
  • Sino ang nagbigay?
  • Hanggang kailan ito valid?
  • May change ba sa normal procedure?
  • Sino ang na-notify?
  • Ano na ang nagawa?
  • Ano ang pending?
  • May hinihintay bang confirmation?
  • Saan naka-record?

  • sino ang source;
  • kailan ibinigay;
  • ano ang exact instruction;
  • ano ang saklaw;
  • ano ang nilinaw;
  • sino ang na-notify;

7. Ano ang dapat i-turn over sa next shift?

I-turn over ang:

  • source ng instruction;
  • exact action;
  • coverage;
  • duration;
  • persons notified;
  • action already taken;
  • pending confirmation;
  • current status; at
  • next required step.

Last updated: September 13, 2026

Hanggang September 25, 2026:
Ang practical prevailing minimum-wage baseline for NCR non-agriculture remains ₱695/day, habang restrained pa sa korte ang Wage Order NCR-27—unless mas mataas na rate ang already applicable sa worker dahil sa contract, company policy, CBA, voluntary payment, o ibang valid basis. The current NWPC homepage itself says NCR-27 implementation is awaiting final court resolution.

Beginning September 26, 2026:
A separate Wage Order NCR-28 is scheduled to provide a ₱60/day increase, bringing the NCR non-agriculture minimum wage from:

₱695 → ₱755/day

and the lower NCR category from:

₱658 → ₱718/day.

NCR-28 was approved by the RTWPB-NCR on September 7. Current reports citing DOLE state that it was subsequently published and is set to take effect on September 26.

For covered security guards assigned in NCR, the important figure is generally the non-agriculture rate, not the ₱718 lower-sector rate.

Bakit ₱755 ang Relevant Rate sa NCR Security Guard?

Under DOLE Department Order No. 150-16, unless a higher minimum wage is agreed upon, security guards and other private security personnel are entitled to not less than the minimum wage prescribed for the non-agricultural sector in the region where they are assigned, regardless of the business of the client or principal.

Ibig sabihin:

The security-industry rule points to the NCR non-agriculture minimum.

So kapag NCR-28 takes effect as scheduled:

Minimum reference for covered NCR security personnel = ₱755/day, unless a higher applicable rate already exists.

Ano ang Nangyari sa Wage Order NCR-27?

Ito ang original 2026 NCR wage order.

Wage Order NCR-27 granted a total ₱85/day increase, divided into two tranches:

StageNCR Non-Agriculture
Previous minimum₱695/day
First tranche: +₱60₱755/day
Second tranche: +₱25₱780/day

For the lower NCR category, the published schedule was:

₱658 → ₱718 → ₱743/day.

The actual Wage Order NCR-27 document states that the total ₱85 increase would be implemented as ₱60 upon effectivity and another ₱25 effective January 20, 2027. It was approved June 23, published July 9, with the first-tranche effectivity stated as July 25, 2026.

Pero nagkaroon ng court challenges before and shortly after that scheduled implementation.

Bakit Hindi Basta NCR-27 ang Sinusunod Ngayon?

Court orders stopped the rollout.

The dispute involved court actions in Pasig and Navotas, and the current NWPC homepage now specifically notes:

“Implementation of Wage Order No. NCR-27 is awaiting final Resolution from Pasig RTC 152 and Navotas RTC 287.”

Pasig RTC Branch 152 later issued a preliminary injunction against NCR-27, subject to a ₱10-billion bond. DOLE and NWPC continue to challenge the restraint.

DOLE also disclosed that the Office of the Solicitor General filed a Motion to Resolve on September 3, after an earlier motion for reconsideration, as government continued seeking implementation of NCR-27.

So:

NCR-27 was not simply cancelled.

But its implementation remains tied up in litigation.

Ano Naman ang Wage Order NCR-28?

Habang unresolved ang NCR-27, RTWPB-NCR approved another wage order:

Wage Order NCR-28.

Its purpose is effectively to provide a new ₱60 daily increase while the legal dispute over NCR-27 continues.

Under NCR-28:

Non-agriculture:
₱695 → ₱755/day

Agriculture and covered lower-rate establishments:
₱658 → ₱718/day

DOLE explained that NCR-28 should not simply be interpreted as reducing the earlier ₱85 increase to ₱60. NCR-27 remains a separate subject of litigation.

That distinction matters.

So Nawala Na Ba ang Natitirang ₱25?

Under NCR-27, the second tranche was supposed to add another ₱25 on January 20, 2027, bringing the non-agriculture rate to ₱780/day.

Pero dahil NCR-27 remains under legal dispute, huwag muna i-budget ang ₱780 as guaranteed January 2027 minimum wage.

The legal and regulatory effect of NCR-27—including its remaining ₱25 tranche—still depends on the outcome of the pending proceedings and any future wage-board or DOLE/NWPC action.

Practical rule:

₱755 on September 26 under NCR-28 is the next concrete scheduled change.

For the possible ₱780 later:

wait for an official update.

Ano ang Dapat I-check ng NCR Security Guard Ngayon?

Kung ang work period mo ay before September 26

Check:

  • basic daily rate;
  • actual assignment;
  • payslip;
  • DTR;
  • duty schedule;
  • payroll advisory; at
  • any written company/agency wage notice.

Kung ₱695/day ang basic rate, that remains consistent with the prevailing baseline being used while NCR-27 is restrained, assuming no higher applicable agreement or rate.

During the earlier TRO period, DOLE said workers who had already received the wage adjustment should not be required to return it, and employers should not deduct that differential from later payroll.

Kung September 26 Onward ang Work Period

For a covered security guard assigned in NCR, check whether the basic daily wage has been adjusted to:

₱755/day

assuming NCR-28 proceeds with its announced September 26 effectivity and no new official order changes the situation before then.

Kung hindi nagbago ang rate, ask payroll or HR for the written basis.

A simple professional question:

“Good day po. May I request clarification on the basic daily wage rate being applied to my NCR assignment beginning September 26, 2026, in view of Wage Order NCR-28 and DOLE Department Order No. 150-16?”

Keep the reply.

Paano ang OT, Night Differential, Holiday at Rest-Day Pay?

Hindi basic pay lang ang dapat tingnan.

Security guards are also entitled to applicable labor-standard benefits such as:

  • overtime pay;
  • night-shift differential;
  • holiday pay;
  • rest-day or special-day premium;
  • 13th-month pay; and
  • other legally applicable benefits.

DOLE Department Order 150-16 specifically recognizes these labor-standard entitlements for private security personnel.

So kapag legally applicable basic wage changes, payroll should also review rate-based computations that use the daily or hourly rate.

Pero huwag basta mag-multiply gamit ang ₱755 sa payroll period before its applicable effectivity date.

Check the actual dates covered.

Bakit Nakakalito ang NWPC Website?

The RTWPB-NCR page currently displays:

Minimum Wage Rate: ₱718–₱755

and shows the NCR-27 table with:

₱755 first tranche
₱780 second tranche on January 20, 2027.

That table reflects the published NCR-27 wage schedule.

Pero kapag binasa ang broader NWPC site, may accompanying warning that NCR-27 implementation is awaiting final court resolution.

Always read:

rate table + effectivity + court status + latest wage order.

Quick Payroll Check

NCR ang actual assignment?

No → Check the applicable regional wage order.

Yes → Continue.

Work period is before September 26?

Check the current payroll basis and any higher applicable wage already being paid.

Work period begins September 26 or later?

For a covered NCR security guard, check for the ₱755/day non-agriculture minimum under NCR-28, subject to any new official legal development.

Rate does not match?

Check whether the difference comes from:

  • basic wage;
  • number of days worked;
  • DTR;
  • overtime;
  • night differential;
  • holiday/rest-day work;
  • deductions; or
  • payroll cut-off.

Then request written clarification.

Not established.

“Guaranteed ₱780 na sa January 20.”

Not yet safe while NCR-27 remains litigated.

“₱755 na ang lahat today, September 13.”

NCR-28 is scheduled for September 26.

For covered private security personnel, DOLE Department Order 150-16 points to the regional non-agriculture minimum, regardless of the principal’s business.

TSTS Practical Reminder

Kung NCR security guard ka:

Huwag headline lang ang tingnan.

Use this sequence:

CHECK THE DATE
→ CHECK YOUR ACTUAL ASSIGNMENT
→ CHECK THE BASIC RATE
→ CHECK YOUR DTR AND PAYSLIP
→ ASK FOR THE WRITTEN PAYROLL BASIS
→ KEEP YOUR RECORDS

As of this update, the clearest practical checkpoint is:

September 26, 2026 → ₱755/day for covered NCR security personnel under the non-agriculture rate, subject to any material official change before effectivity.

At para sa natitirang ₱25 under NCR-27:

monitor the court and official DOLE/NWPC updates.
