CONTROL THE CONFLICT → RESTORE POST COVERAGE → NOTIFY / COORDINATE → PRESERVE FACTS → DOCUMENT → REVIEW THE CAUSE → PREVENT REPEAT

1. Unang Tanong: May Naiwang Security Gap Ba?

Ito ang unang operational review.

Hindi:

“Sino ang nagsimula?”

Kundi:

Halimbawa:

  • naiwan ba ang gate;
  • nawalan ba ng tao ang access-control point;
  • natigil ba ang CCTV monitoring;
  • walang nakasagot sa radio;
  • walang gumawa ng required roving;
  • may visitor o vehicle bang hindi na-verify;

Mahalaga ito dahil sa ilalim ng Republic Act No. 11917, kabilang sa private security services ang pagbabantay sa establishment o property, access control, pag-secure ng protected area, safety and protection of persons, at maintenance of peace and order within the area.

Practical questions:

May kailangang temporary replacement ba?

Sino ang mananatili sa critical post?

May pending visitor, vehicle, alarm, key, radio call, o turnover item bang kailangang i-endorse?

3. Verbal Argument at Physical Altercation: Magkaibang Level ng Risk

Hindi lahat ng argument ay pareho.

Kung verbal confrontation pa lang

Ang objective ay:

lower the tension → separate the parties → restore duty focus → notify the supervisor

4. Ang Supervisor Dapat Mag-review ng Operational Cause, Hindi Lang Personalidad

Madaling sabihin:

“Mainitin talaga ulo niyan.”

Professional discipline should also remain objective and focused on the conduct—not humiliation of the person.

5. Huwag Magdesisyon Base sa Pinakamaingay na Kuwento

Pagkatapos ng confrontation, madalas may kanya-kanyang version.

Guard A:

“Siya ang unang sumigaw.”

Guard B:

“Hindi, minura niya muna ako.”

Witness:

“Parang siya ang lumapit.”

CCTV:

Maaaring may video pero walang audio.

Kaya dapat paghiwalayin ang:

PERSONALLY OBSERVED

REPORTED BY GUARD A

REPORTED BY GUARD B

REPORTED BY WITNESS

SUPPORTED BY AVAILABLE RECORD

STILL UNVERIFIED

  • logbook entries;
  • CCTV footage;
  • radio communications;
  • post assignment or deployment record;
  • turnover/endorsement;
  • supervisor instructions;
  • witness information;
  • incident reports;
  • medical or injury record kung applicable;
  • at ibang existing authorized records.

7. Ano ang Dapat Ilagay sa Incident Report?

Hindi kailangan ng emotional wording.

Halimbawa:

Mahina

“Nagwala si Guard A at inaway si Guard B dahil may personal silang problema.”

Problema: may conclusion agad tungkol sa behavior at motive.

Mas factual

“At approximately 2015H, I observed S.G. A and S.G. B exchanging raised voices near Post 2. At approximately 2017H, I notified OIC ___ through radio. OIC ___ arrived at approximately 2020H and directed S.G. ___ to temporarily cover Post 2 while the involved guards were separated for further coordination.”

panatilihin ang sarili mong post kung kailangan → report the situation → request supervisor/backup → state only what you observed → follow authorized instruction

Personal friendship should not replace objective reporting.

At personal dislike should not turn into exaggerated reporting.

9. Ang Disciplinary Review ay Hiwalay sa Immediate Security Response

May dalawang magkaibang tanong:

Operational question

Na-control ba ang situation at naibalik ba ang security coverage?

Administrative or disciplinary question

May violation ba at ano ang proper agency/company response?

Huwag paghaluin.

The CSP Guard Force Administration framework emphasizes clear responsibility, supervision, objective discipline, communication, at coordinated performance of the security force.

May unclear o conflicting instruction ba?

May post-coverage problem ba?

May recurring unresolved interpersonal issue ba?

Tandaan

Kapag dalawang guard ang nag-away habang duty:

PERSONAL CONFLICT CAN BECOME A POST-COVERAGE PROBLEM.

Kaya ang professional sequence ay:

Control the conflict.

Protect the post.

Notify the supervisor.

Preserve the facts.

Document objectively.

Then review discipline and prevention.

REQUIREMENT → IDENTITY → AUTHORIZATION → ENTRY DECISION → COORDINATION → RECORDS → CORRECTIVE ACTION

  • malinaw ba ang access procedure;
  • updated ba ang authorization information;
  • available ba ang authorized verifier;
  • may special instruction bang hindi na-endorse;

  • valid ID;
  • approved visitor list;
  • visitor pass;
  • access card;
  • host o office confirmation;
  • work authorization;
  • appointment;
  • escort requirement; o
  • ibang prescribed verification.

Halimbawa:

  • kilalang contractor siya;
  • dating employee siya;
  • regular visitor siya;
  • may company ID siya;
  • may access card siya;

Ability to enter is not always authority to enter.

I-review:

  • Anong oras dumating ang tao?
  • Saang entrance siya pumasok?
  • Sino ang naka-duty?
  • Ano ang ipinakita niyang ID, pass, card, o document?
  • Ano ang tinanong o na-check?
  • May verification call ba?
  • Sino ang kinontak?
  • May instruction bang natanggap?
  • May exception bang pinayagan?

Supervision or procedure gap

  • visitor log;
  • guard logbook;
  • current access list;
  • visitor o contractor pass;
  • gate entry record;
  • access-card record;
  • turnover o endorsement;
  • relevant CCTV footage;
  • radio o control-room communication;
  • written instruction;
  • supervisor/client communication; at
  • incident report.

Preserve the original record.

CONTROL CURRENT RISK → NOTIFY → COORDINATE → VERIFY → FOLLOW THE APPROVED RESPONSE

  • kapkapan ang tao;
  • kumpiskahin ang gamit;
  • gumamit agad ng physical force;
  • i-detain; o
  • tratuhing criminal.

Personally observed

Ano ang personal mong nakita o ginawa?

Reported by another person

Ano ang sinabi lamang sa iyo?

Verified or confirmed

Halimbawa:

“At approximately 1420H, the individual entered through Gate 2 after presenting a company identification card. At approximately 1445H, the Administration Office informed the undersigned that no current visit authorization could be confirmed. The OIC was notified for further coordination.”

  • May after-hours verification procedure ba?

IDENTITY is not always AUTHORIZATION.

At sa mahusay na incident review:

FACTS muna bago CONCLUSION.

Last updated: September 8, 2026

May tumawag, nag-message, o nag-post online:

Ano ang first move?

Preserve the Threat Information → Alert the School Emergency Chain → Coordinate with PNP/EOD or Proper Authorities → Support the Approved Protective Action → Document and Turn Over

DepEd's October 2025 bomb-threat advisory directs schools to follow existing emergency protocols, activate the school DRRM team, coordinate with the PNP Explosive Ordnance Disposal unit or nearest police unit, and resume classes or work only after competent authorities declare the premises safe.

Ang CSP Bomb Threat material emphasizes preserving core details such as the date and time, the exact message, available caller information, and naturally observed voice or background details.

Practical record:

Important: record what was received; huwag gumawa ng sariling interrogation o cyber-investigation.

Huwag gawing:

“Confirmed explosive device inside the school.”

DepEd's bomb-threat advisory requires activation of the school's emergency evacuation and communication plan and coordination with the PNP-EOD or nearest police unit for verification, area clearing, and investigation.

Ang guard's job is to get the information to the people who need to act on it—not to keep the report at the gate habang sinusubukang alamin mag-isa kung credible ba ito.

DepEd's current bomb-threat advisory places the action within the school's emergency system: school heads coordinate with their Schools Division Superintendent and local authorities, activate the DRRM team, and implement the school's evacuation and communication plan. For a credible threat, learners and personnel are to be moved to a designated, pre-checked safe assembly area away from the identified threat zone.

Para sa security guard, ang practical role ay suportahan ang assigned protective action—halimbawa, access control, keeping unauthorized persons away, assisting controlled movement according to the plan, preserving emergency lanes, or relaying information.

Exact responsibility still depends on the school plan, AOR, post orders, agency/client policy, and instructions of authorized school officials and proper authorities.

Paano Kung May Nakitang Suspicious Bag o Package?

Dito mas lalong malinaw ang boundary.

DepEd's disaster-preparedness guidance specifically warns personnel not to open or approach an unidentified bag or package suspected of containing a bomb and to contact bomb experts and the PNP.

Kaya:

Huwag buksan. Huwag galawin. Huwag buhatin. Huwag gawing personal inspection exercise.

Create distance according to the school's emergency procedure, prevent unnecessary approach within your assigned authority, report the location accurately, and wait for the proper specialists.

Public security education should stop there. Detailed explosive search, device identification, handling, or disposal belongs to trained and authorized specialists.

Huwag Magpakalat ng Unverified Information

Bomb threats create fear quickly.

Isang maling message na:

“May bomba na talaga.”

puwedeng kumalat bago pa matapos ang verification.

The DepEd advisory specifically reminds schools to avoid spreading unverified information that can create panic.

Security personnel should therefore use factual language.

Mas maayos:

“Bomb threat received; under verification by proper authorities.”

Likewise, avoid posting live security movements, suspected-device images, learner locations, or internal responder information on personal social media.

DepEd's advisory says classes and work should resume only upon clearance from competent authorities confirming that the premises are safe and secure.

Record the official instruction, who issued it, when it was received, and the resulting action.

Role Boundary ng Security Guard

Republic Act No. 11917 recognizes private security work involving access control and the protection of persons and property.

Preserve information → Alert → Coordinate → Support the approved emergency action → Keep people away from danger → Document → Proper-authority turnover

Practical Reference: Security Guard Incident Report Toolkit

Pagkatapos ma-control ang immediate emergency, puwedeng maging mahirap ang documentation: ano ang exact threat, anong oras natanggap, sino ang na-notify, ano ang instructions, anong actions ang ginawa, at ano ang final status?

May Hinalang Pagnanakaw sa Premises: Ano ang Dapat Gawin ng Security Guard Bago Mag-conclude?

Last updated: August 26, 2026

May nawawalang laptop.

May nagsabing may nakita silang tao malapit sa area.

Tapos may tanong agad:

Kapag may suspected theft o nawawalang property:

Safety and control muna → Separate facts from suspicion → Notify the proper personnel → Preserve relevant information when appropriate → Document objectively.

Huwag agad:

  • mag-akusa;

  • mag-label ng “magnanakaw”;

  • piliting umamin ang tao;

  • gumawa ng sariling covert investigation;

Halimbawa:

  • Ano ang item?

  • Saan ito huling confirmed na nakita?

  • Sino ang authorized custodian o owner?

  • Kailan napansing nawawala?

  • May possibility bang nailipat, na-turnover, hiniram, o dinala ng authorized person?

  • May relevant logbook, gate pass, asset record, delivery record, o authorized CCTV record ba?

Fact, Reported Information, o Hinala?

Ito ang isa sa pinakamahalagang distinction.

Personal Observation

Halimbawa:

“At approximately 9:40 PM, I observed an individual carrying a black laptop bag from the office area toward the east hallway.”

Halimbawa:

“At approximately 9:50 PM, an employee reported that a company laptop could not be located at its assigned workstation.”

Malinaw kung sino ang source ng concern.

Suspicion o Allegation

Halimbawa:

“The reporting employee stated that he suspected another employee because the person had earlier been seen near the workstation.”

“A laptop was reported missing from the office area. An individual was reported to have been seen near the location earlier. The information was forwarded to the authorized supervisor for verification.”

Or, kung may personal observation:

“I observed an individual carrying a laptop bag toward the exit. I was not able to independently confirm ownership or authorization at that time.”

Paano Kung May CCTV?

Ang guard should not automatically:

  • access footage outside assigned authority;

  • copy footage personally;

  • send footage sa personal phone;

  • post or share screenshots;

Note the relevant time/location → Notify authorized personnel → Request preservation/review when applicable → Record the coordination.

Suspicion alone should not automatically become physical detention, search, confiscation, o confrontation.

Ang exact action ay maaaring mag-depend sa:

  • actual facts;

  • immediate safety risk;

  • site SOP;

  • post orders;

  • AOR;

  • agency/client policy;

  • available backup;

  • applicable law;

Maintain post and area control, notify the appropriate supervisor or authorized personnel, at follow the established site procedure.

  • logbook entries;

  • access-control records;

  • visitor or contractor records;

  • gate passes;

  • delivery or property movement records;

  • CCTV preservation request;

  • radio communication records;

  • names of persons notified;

  • time and location;

  • witness information;

  • description ng missing property;

  • at actions already taken.

Practical Incident Sequence

Kapag may reported missing item:

1. Clarify the immediate facts
Ano ang nawawala, saan, kailan, at sino ang reporting person?

2. Protect safety and prevent further loss when within your assigned controls
Maintain area, access, at movement controls kung applicable.

3. Separate observation from allegation
Ano ang nakita mo? Ano ang sinabi lang sa iyo?

4. Coordinate
Notify the OIC, supervisor, management, asset custodian, or other authorized personnel according to procedure.

5. Preserve relevant records when appropriate
Especially time-sensitive records such as CCTV or access logs.

6. Document objectively
Record the facts, source of information, notifications, instructions, action taken, at current status.

Common Mistakes

“Nawawala, ibig sabihin ninakaw.”

Follow assigned authority and proper coordination.

Professional response can include area control, observation, notification, preservation, coordination, at documentation.

Tandaan

Kapag may hinalang pagnanakaw:

Hinala is a signal to verify—not permission to invent a conclusion.

Unahin ang:

Facts → Safety/Control → Coordination → Preservation → Documentation
