Hindi Nag-roving ang Guard at May Naganap na Theft: Paano I-review ang Duty Performance at Records?

Last updated: September 14, 2026

“Hindi ako nakapag-roving sa isang ikot. Doon pala may nangyaring pagkawala.”

Under RA 11917, private security services include watching establishments or property, access control, securing areas/property, and protecting persons within the protected area.

Kaya ang roving patrol ay maaaring mahalagang security control—but its exact route, timing, frequency, and responsibilities depend on the approved site arrangement and post orders.

Mabilis na Sagot

Kapag may reported theft at lumabas na may missed roving:

VERIFY THE ASSIGNMENT → CHECK THE PATROL REQUIREMENT → BUILD THE TIMELINE → PRESERVE RECORDS → REVIEW THE CONTROL GAP → DOCUMENT → CORRECT

At huwag paghaluin ang tatlong magkaibang tanong:

Hindi ba talaga nag-roving?

May property ba talagang ninakaw during that period?

Magkakaugnay sila—but they are not automatically the same conclusion.

1. Required Ba Talaga ang Roving sa Oras na Iyon?

Ito ang unang dapat i-check.

Look at the applicable:

  • post orders;
  • duty instructions;
  • patrol schedule;
  • Area of Responsibility;
  • supervisor instruction;
  • security plan; at
  • site-specific SOP.

Huwag mag-assume ng universal rule na:

“Dapat every 30 minutes ang roving.”

Some sites may require fixed patrol intervals.

Others may use randomized patrol.

Others may require specific checkpoints, opening/closing checks, or risk-based rounds.

2. Hindi Nag-roving—O Walang Record Lang?

Importanteng distinction ito.

Possible scenarios:

A. Hindi talaga ginawa ang patrol.

B. Ginawa ang patrol pero hindi na-log.

C. Late ang patrol.

D. Na-interrupt dahil may ibang authorized incident.

Kung walang patrol record, that is a documentation problem.

Pero absence of a record alone should not automatically become:

“Confirmed na hindi siya nag-roving.”

Check other available information.

3. Gumawa ng Factual Timeline

Before blaming the missed patrol, determine the relevant time window.

Example:

22:00H — Scheduled patrol.

22:10H — Patrol still not conducted.

22:20H — CCTV shows movement near storage area.

22:35H — Guard conducts next round.

23:10H — Missing property discovered.

Now there is a more useful question:

Ano ang nangyari between the last verified secure condition and the discovery of the loss?

Relevant timeline sources may include:

  • patrol log;
  • post logbook;
  • CCTV timestamps;
  • access-control records;
  • radio traffic;
  • visitor/contractor logs;
  • supervisor inspection;
  • electronic patrol/checkpoint data; at
  • property or inventory records.

Professional loss-prevention practice emphasizes accurate, timely information and analysis of vulnerabilities rather than reacting only after the loss.

4. Preserve the Patrol and Security Records

Kapag may theft or missing-property incident, huwag agad “ayusin” ang documentation.

Preserve the original:

  • logbook;
  • patrol sheet;
  • checkpoint record;
  • electronic patrol data;
  • duty roster;
  • radio log;
  • CCTV;
  • access records;
  • key records;
  • visitor/contractor entries; at
  • supervisor inspection record.

make a clearly dated supplemental statement.

The TSTS documentation rule is:

personally observed ≠ reported by another person ≠ confirmed fact.

And:

missing property ≠ automatically confirmed theft unless the facts support that description.

Possible factors:

Unauthorized omission

Simple duty-performance issue: required patrol, walang valid reason, hindi ginawa.

Simultaneous incident

May emergency, access problem, medical situation, alarm, or other authorized task.

No relief or inadequate staffing

Critical post cannot be left, pero same guard din ang expected mag-roving.

Supervisor reassignment

Equipment failure

Electronic checkpoint, radio, flashlight, or other necessary equipment was unavailable.

Unclear instruction

The reason does not automatically erase accountability.

6. May Direct Connection Ba sa Theft?

Ito ang critical question.

Suppose confirmed na na-miss ang patrol.

Hindi ibig sabihin automatically:

“Kung nag-roving siya, walang theft.”

Ask:

  • nasa patrol route ba ang incident area;
  • visible ba talaga ang location from the route;
  • anong estimated incident time;
  • may realistic chance bang madetect ang activity;
  • may CCTV or access control bang dapat ding nag-alert;
  • may ibang security layer ba na failed; at
  • recurring vulnerability ba ang area?

Loss prevention is fundamentally about reducing opportunity and vulnerability, not merely assigning blame after property is lost. The CSP professional source frames prevention as removing or reducing opportunities for loss and analyzing exposure, probability, vulnerability, and impact.

7. Review More Than the Guard

Pero a professional review should also ask:

Patrol design

Useful ba talaga ang route?

May blind spot ba?

May important area bang hindi covered?

Patrol frequency

Aligned ba sa actual risk?

Staffing

Equipment

Functional ba ang flashlight, radio, electronic checkpoint, or CCTV?

Site conditions

May sirang lock, barrier, lighting, camera, or access control bang matagal nang reported?

Repeat findings

RA 11917 recognizes private security as a regulated professional service for safeguarding people and property, not simply the presence of a uniformed person.

8. Ano ang Role ng Guard Pagkatapos ng Incident?

The guard should:

protect safety
→ report promptly
→ preserve available records
→ state objective facts
→ follow authorized instructions
→ coordinate with supervisor/proper authority

Hindi niya dapat gawing personal investigation ang incident by:

  • interrogating suspects;
  • conducting unauthorized searches;
  • secretly surveilling people;
  • altering CCTV;
  • searching personal devices; or
  • publicly accusing somebody.

TSTS controlled investigation guidance keeps ordinary guard advice within observation, safety, coordination, information preservation, documentation, and proper-authority turnover.

9. Ano ang Dapat Nasa Incident Report?

Patrol requirement

Ano ang expected patrol?

Actual patrol status

Ginawa ba, na-delay, na-miss, o na-interrupt?

Exact times

Last completed patrol, missed schedule, discovery time, notification time.

Reason

Kung may reported reason for the missed patrol, attribute it properly.

Property status

Records preserved

CCTV, logs, access records, patrol data, etc.

Notifications

Sino ang na-notify, anong oras, at anong instruction ang natanggap?

Actions taken

Ano ang ginawa within assigned role?

Current status

Recovered? Still missing? Turned over to authorized investigator?

Avoid writing:

Better:

“The scheduled patrol at approximately 2200H was not completed. At approximately 2310H, the property custodian reported that Item ___ could no longer be accounted for. Relevant records were preserved and the matter was reported to ___.”

10. Ano ang Corrective Action?

The solution should match the actual failure.

Kung guard omission:

→ coaching, retraining, performance review, or applicable discipline.

Kung unclear patrol instruction:

→ clarify written post order.

Kung unrealistic workload:

→ review staffing or duty allocation.

Kung weak route:

→ reassess patrol coverage.

Kung no verification:

→ implement practical supervisor checking.

Kung equipment problem:

→ repair or replace equipment.

Kung repeated theft opportunity:

→ review layered controls, not roving alone.

A patrol is only one security layer.

Good loss prevention uses multiple layers so one missed round does not automatically create an open door for loss.

Tandaan

Kapag may theft at may missed roving, dalawang extremes ang dapat iwasan:

“Guard agad ang may kasalanan.”

at

“Roving lang naman iyon, walang effect.”

Both can be wrong.

The better professional review is:

Because the goal is not only to identify a missed patrol.

The goal is to determine whether the security system actually detected, deterred, and responded to risk the way it was supposed to.

Practical Reference: PSOP Starter Toolkit v2.0

Kung recurring ang problema sa:

  • patrol schedules;
  • roving responsibilities;
  • post instructions;
  • relief arrangements;
  • reporting lines;
  • turnover; at
  • documentation expectations,

The PSOP Starter Toolkit v2.0 provides a reusable framework for organizing post procedures, responsibilities, readiness checks, and operating controls.

Educational and Operational Note

This article is a general Philippine private-security educational reference.

Actual patrol and roving requirements depend on:

  • approved post orders;
  • site security plan;
  • Area of Responsibility;
  • PSA policy;
  • client policy;
  • staffing;
  • shift arrangement;
  • supervisor instructions;
  • equipment availability;
  • current PNP/SOSIA requirements; and
  • verified facts of the incident.

A missed patrol may be a serious performance issue—but responsibility for a theft or loss should be based on verified evidence and the complete security-control review, not assumption alone.

Iniwan ng Guard ang Post Sandali—Pagbalik, May Nawalang Property: Ano ang Dapat I-review?

Last updated: September 14, 2026

Posibleng may duty-performance issue talaga.

May reliever ba?

Under RA 11917, private security services include watching an establishment or property, conducting access control, securing areas and property, and helping ensure the safety and protection of persons within the protected area.

REPORT → PROTECT → VERIFY TIMELINE → REVIEW POST COVERAGE → PRESERVE RECORDS → DOCUMENT → CORRECT THE GAP

At tandaan ang dalawang importanteng distinction:

“Missing property” is not automatically “theft.”

At:

“Iniwan ng guard ang post” is not automatically proof na siya ang dahilan ng pagkawala.

Kailangan muna ng facts.

Review:

  • umalis ba nang walang authorization;
  • may instruction ba mula sa supervisor;
  • may emergency bang kailangang respondehan;
  • break ba iyon;
  • may reliever bang naka-assign;
  • may temporary coverage bang ginawa; o

2. Totoo Bang Naiwang Uncovered ang Post?

Halimbawa:

Review:

  • sino ang supposed reliever;
  • anong oras ang turnover;
  • may verbal endorsement ba;
  • may written/logbook entry ba;
  • alam ba ng supervisor; at
  • sino talaga ang responsible sa post during that period?

Possible examples:

Gate post
→ visitor or vehicle verification

Receiving area
→ package/delivery control

Restricted-area post
→ unauthorized-entry prevention

Lobby
→ visitor monitoring

Warehouse post
→ movement and asset protection

CCTV/control post
→ observation and escalation

Roving function
→ detection of unusual conditions

RA 11917 recognizes watching establishments, access control, and securing areas/property as part of private security services.

So the review should ask:

What protective function stopped—or became weaker—during the absence?

4. Gumawa ng Factual Timeline

Ito ang isa sa pinakamahalagang parts.

Huwag:

“Siguro kinuha habang wala ako.”

Instead, establish the narrowest verified timeline possible.

Example:

21:40H — Property reportedly last seen.

21:47H — Guard left post.

21:52H — Guard returned.

22:05H — Missing property discovered.

Then ask:

Alam ba talaga natin na nawala between 21:47 and 21:52?

Kung hindi:

huwag iyon gawing fact.

Possible na mas maaga pa itong nawala.

Possible ring pagkatapos bumalik ng guard.

The report must separate:

Personally observed

from

Reported by another person

from

Still unverified.

TSTS documentation rule is especially important here:

missing property ≠ automatically theft
suspicion ≠ confirmed responsibility

5. Sino ang May Access Habang Relevant ang Time Window?

Review the available authorized records:

  • visitor log;
  • employee entry/exit;
  • contractor records;
  • delivery records;
  • vehicle log;
  • access-card data where applicable;
  • key-control record;
  • gate pass;
  • property movement record; at
  • CCTV coverage.

Pero may role boundary.

Ordinary security personnel should not automatically:

  • accuse a specific person;
  • conduct unauthorized searches;
  • interrogate;
  • secretly monitor people;
  • access private devices;
  • alter CCTV; o
  • conduct their own criminal investigation.

The safe public-security lane is:

observe → protect → preserve available information → report → coordinate → turn over to proper authority.

6. Preserve CCTV at Logs—Huwag “Ayusin” Pagkatapos

Huwag.

Existing records should remain reliable.

Preserve:

  • CCTV footage;
  • post logbook;
  • visitor records;
  • duty roster;
  • radio records;
  • access records;
  • turnover entries; at
  • relevant incident reports.

Professional loss-prevention principles focus on prevention, timely information, recognition of vulnerabilities, and corrective action after a loss. The CSP professional source also emphasizes that effective loss prevention aims to remove or reduce opportunities for loss, rather than relying only on apprehension after the event.

7. May Individual Failure Ba—O System Failure Din?

Kung verified iyon, legitimate duty-performance issue iyon under the applicable post orders or agency/client policy.

Pero huwag tumigil doon.

Check din:

Relief system

May available ba talagang reliever kapag kailangang mag-CR, kumain, o tumugon sa authorized instruction?

Supervisor control

May malinaw bang process bago umalis sa critical post?

Post orders

Written at naiintindihan ba ang temporary-relief procedure?

Staffing

RA 11917 itself recognizes both the individual security professional and the responsibility of the private security agency as a regulated security-service provider. The law also provides potential agency consequences for gross negligence in dealing with violations, mistakes, or incompetency in its ranks.

Ibig sabihin:

Personal accountability and management control can both matter.

8. Hindi Rin Automatic na Guard ang May Kasalanan sa Missing Property

Importanteng protection ito.

Suppose:

  • iniwan nga niya ang post;
  • may property na later reported missing.

Those two facts alone do not prove:

siya ang kumuha,

or even necessarily:

during his absence nangyari ang pagkawala.

The investigation still needs:

  • timeline;
  • access records;
  • custody information;
  • CCTV when available;
  • witness information;
  • property records; at
  • proper-authority review.

Security content should reduce assumptions—not create new accusations.

Ano ang Dapat Nasa Incident Report?

Keep it factual.

Trigger

Post status

Sino ang assigned?

May period bang walang coverage?

Movement

Authorization

May instruction, permission, o reliever ba?

Property status

Kailan ito last verified present?

Records preserved

CCTV, logs, access records, turnover, gate pass, etc.

Notifications

Sino ang na-notify at anong oras?

Action taken

Ano ang ginawa within assigned role?

Current status

Missing pa ba? Recovered? Turned over to proper authority?

Avoid:

unless that conclusion has actually been established by the appropriate process.

Paano Maiiwasan ang Repeat Incident?

The corrective action should match the actual gap.

Kung ang problema ay walang relief procedure:

Create a clear relief-before-leave process.

Kung verbal lang lahat:

Require proper endorsement and record.

Kung unclear ang temporary coverage:

Specify who assumes the post.

Kung repeated ang unauthorized movement:

Supervisor review, coaching, and appropriate discipline may be needed.

Kung kulang ang staffing:

management should address the deployment issue rather than pretending continuous coverage exists.

Kung mahina ang asset-movement control:

strengthen verification and documentation.

Professional loss prevention is preventive by design: identify the exposure, recognize the vulnerability, and reduce the opportunity for another loss.

Tandaan

Kapag sinabi:

“Sandali lang naman akong nawala.”

Ang tanong ay hindi lang gaano katagal.

The real questions are:

Critical ba ang post?
May reliever ba?
May authorization ba?
Anong control ang nawala?
Ano ang nangyari sa relevant time window?
At may reliable records ba para malaman iyon?

Kapag may missing property:

Huwag manghula.
Huwag mag-backdate.
Huwag agad magbintang.

Instead:

PROTECT THE AREA → VERIFY THE TIMELINE → PRESERVE THE RECORDS → REPORT OBJECTIVELY → REVIEW THE CONTROL GAP

Because the goal is not only to determine what happened.

The goal is to prevent the same opening from happening again.

Practical Reference: PSOP Starter Toolkit v2.0

Ang PSOP Starter Toolkit v2.0 is designed as a reusable starting framework for organizing site procedures, responsibilities, readiness checks, and post-level operating controls.

Educational and Operational Note

This article is a general Philippine private-security educational reference.

Whether leaving a particular post constitutes an operational or disciplinary violation depends on the actual circumstances and applicable:

  • written post orders;
  • site SOP;
  • Area of Responsibility;
  • agency policy;
  • client policy;
  • security plan;
  • duty and relief arrangement;
  • authorized supervisor instruction;
  • contract requirements;
  • applicable PNP/SOSIA rules; and
  • verified facts of the incident.

Do not treat a missing-property incident as proof of theft or individual liability until the facts support that conclusion.

May Package na Papasok o Lalabas sa Premises: Ano ang Dapat I-check ng Security Guard sa Gate?

Last updated: August 26, 2026

May delivery rider sa gate.

May dalang sealed package at sinabi:

Verify the person → Verify the movement → Check the required authorization → Confirm discrepancies → Follow site procedure → Record when required.

  • actual facts;
  • site SOP;
  • post orders;
  • AOR;
  • agency/client policy;
  • approved package-control procedure;
  • at applicable Philippine law.

Professional physical-security practice treats package control as covering both receipt and dispatch, hindi lang incoming deliveries.

  • delivery rider na may box;
  • employee na may dalang laptop;
  • contractor na may tools;
  • supplier na may materials;
  • courier na kukuha ng parcel;
  • equipment na ilalabas para ipa-repair;

1. Sino ang nagdala?

Delivery rider?

Courier?

Supplier?

Contractor?

Employee?

Follow the prescribed identity-verification process ng site.

2. Para kanino ang package?

Confirm the intended:

  • recipient;
  • unit;
  • department;
  • office;
  • tenant;
  • authorized receiving point.

4. Ano ang disposition ng package?

Dapat malinaw kung:

  • directly received by the recipient;
  • received by authorized staff;
  • placed in an approved receiving area;
  • refused;
  • returned;
  • o pending verification.

Republic Act No. 11917 recognizes access control/denial as part of private security services and also recognizes identification and screening functions within security systems. But the law does not give every security guard a universal authority to open every parcel or personal package at will.

Kung may approved package-inspection procedure ang premises, follow the exact procedure and assigned authority.

Kung inspection requires cooperation from the person carrying the item, explain the requirement professionally.

Kung tumanggi, follow the site's applicable procedure for refusal, access restriction, coordination, or escalation.

Republic Act No. 11917 — Private Security Services Industry Act

Halimbawa:

May employee na palabas.

May dalang laptop.

May ipinakitang gate pass.

Ang question ay hindi lang:

“May gate pass ba?”

Item Description

Ano ang actual item?

Kung required sa site:

  • equipment type;
  • quantity;
  • asset number;
  • serial/reference number;
  • package description.

Authorization

Sino ang nag-authorize?

Valid ba ang gate pass, property pass, pull-out form, work order, o ibang required document?

Destination o Purpose

Bakit inilalabas?

Repair?

Transfer?

Return to supplier?

Official use?

Disposal?

Temporary movement?

Date at Validity

May Gate Pass—Automatic Nang Palalabasin?

Person → Item → Quantity/Description → Authorization → Date → Movement

Halimbawa:

Gate pass: 1 laptop

Actual movement: 1 laptop + 2 monitors

Paano Kung May Discrepancy?

Halimbawa:

  • wala ang pangalan sa authorization;
  • mali ang quantity;
  • ibang item ang dala;
  • expired o old-date ang pass;
  • hindi ma-contact ang approving person;
  • altered o unclear ang document;
  • iba ang vehicle na gagamitin;
  • hindi tugma ang destination.

Huwag agad mag-accuse.

Practical sequence:

Pause the movement → Clarify → Verify → Coordinate → Proceed or restrict according to procedure → Document the result when required.

  • sino ang nagbigay ng instruction;
  • oras;
  • item involved;
  • action taken;
  • at final disposition.

“At approximately 6:15 PM, the employee presented a property pass indicating one laptop. During the prescribed verification, two additional monitors were observed among the items presented for exit. Release was temporarily deferred and the discrepancy was referred to the authorized supervisor for verification.”

Facts muna.

Verification next.

Conclusion only when supported.

Ano ang Dapat I-record?

Kung required ng site, maaaring relevant ang:

  • date at time;
  • gate or checkpoint;
  • name/designation according to the prescribed record;
  • delivery, courier, supplier, employee, or contractor;
  • package or property description;
  • quantity or authorized identifying details;
  • recipient or destination;
  • reference document;
  • approving or confirming person;
  • vehicle information when applicable;
  • discrepancy;
  • instruction received;
  • final action or disposition.

Collect and record only the information required by the legitimate site process.

Common Mistakes

“Delivery lang naman.”

Delivery personnel still enter through an access-control system.

“May gate pass naman.”

A document should still correspond to the actual authorized movement.

“Kilala ko ang employee.”

Familiarity is not a substitute for required property-movement verification.

“May discrepancy, magnanakaw siguro.”

Discrepancy is a verification issue until facts establish otherwise.

“Buksan lahat ng package.”

Package inspection is not a universal personal power of every guard. Follow the prescribed procedure and lawful authority.

“Kapag verbal approval, okay na.”

If verbal exceptions are allowed, clear source and documentation can become especially important.

Tandaan

Identify → Verify Movement → Check Authorization → Clarify Discrepancy → Coordinate → Record

Last updated: August 26, 2026

May napulot na wallet sa lobby.

May cash.

May IDs.

May cards.

Secure → Note the condition → Notify → Inventory only when authorized → Turn over → Record the handoff.

Huwag basta:

  • ilagay sa sariling bulsa;

  • iwan nang walang record;

  • buksan at halughugin nang mag-isa;

  • ipakita ang laman sa ibang tao;

  • i-post ang IDs o cards online;

  • ikaw mismo ang nakakita;

  • employee ang nag-turnover sa iyo;

  • visitor ang nakapulot;

  • ibang guard ang nag-abot;

  • site SOP;

  • lost-and-found policy;

  • agency/client procedure;

  • authorized custodian;

  • supervisor instruction;

  • privacy requirements.

Halimbawa:

“One black bi-fold wallet was turned over. Several cards and Philippine currency were visible upon receipt.”

Huwag magdagdag ng amount kung hindi naman talaga na-count through the authorized process.

Kapag May Inventory, Facts Lang

Kung required at authorized ang inventory, record only what was actually verified.

Halimbawa:

Wallet received: Black bi-fold wallet
Visible/verified contents: Two identification cards, three bank cards, and cash totaling ₱2,350
Inventory conducted by: [authorized person]
Witness: [name/designation]
Date/time: [time]

Iwasan ang vague entries tulad ng:

“Wallet complete.”

Complete compared to what?

“The contents listed above were those verified during the documented inventory.”

Bakit Mahalaga ang Witness at Record?

Isipin ang ganitong situation:

Wallet found → Guard A received it → Guard B took over duty → Admin received it → Owner claimed it.

Kapag walang record, madaling magkaroon ng tanong:

Sino ang huling humawak?

Kailan na-turnover?

Na-inventory ba?

Article 719 of the Civil Code provides that a person who finds movable property should return it to its previous possessor; kung hindi kilala ang previous possessor, may legal process involving turnover to the local government.

The Revised Penal Code also provides that a person who finds lost property and fails to deliver it to the local authorities or its owner may incur criminal liability under the law on theft.

Follow the site's authorized lost-and-found process and promptly coordinate with the responsible supervisor, management, or custodian.

Kung hindi makilala ang owner o hindi ma-claim ang property, the site's internal storage process should not be assumed to replace whatever further turnover or legal procedure may be required. The authorized management or proper authority should handle that next step.

  • picturan at i-post sa Facebook;

  • i-send sa group chat;

  • ipakita ang ID number sa maraming tao;

Personal information should be handled only for a legitimate purpose and through authorized channels.

Kung kailangan hanapin ang owner, use the prescribed contact or management procedure rather than publicly exposing the contents of the wallet.

Depending on the site procedure, maaaring gamitin ang identifying information gaya ng:

  • description ng wallet;

  • approximate location where it was lost;

  • identifying card or name;

  • distinguishing feature;

  • other information that helps establish ownership.

Kung may uncertainty, coordinate with the authorized supervisor or custodian.

Kapag verified at authorized ang release, record:

  • claimant name or identification as required;

  • date and time released;

  • item released;

  • receiving person;

  • releasing person;

  • acknowledgment/signature, kung prescribed;

  • any material discrepancy or claim raised.

Paano Kung Sabihin ng Owner na May Kulang?

Huwag makipagtalo.

Record the complaint objectively and notify the authorized supervisor.

Halimbawa:

“Upon receiving the wallet, Mr. Reyes stated that ₱1,000 was allegedly missing from its contents. The concern was immediately referred to the duty supervisor for appropriate verification.”

Notice the wording:

Sample Lost-and-Found Documentation

Maaaring ganito ang basic narrative:

“At approximately 3:20 PM, Ms. Cruz, an office employee, turned over one black bi-fold wallet which she reported finding near the ground-floor elevator lobby. At approximately 3:25 PM, I notified the duty supervisor. In accordance with site procedure, the wallet was turned over to the designated lost-and-found custodian. The receiving person, date, time, and condition of the item were recorded. At the time of turnover, no ownership determination had yet been made.”

Kung may authorized inventory, ilagay iyon separately and accurately.

4. Pinost ang ID para mahanap ang owner.

May personal-data risk. Use authorized channels instead.

Knowing a name does not automatically prove that the person claiming the item is the rightful possessor.

6. Walang release record.

Ang documentation ay hindi nagtatapos sa pagkakapulot. Mahalaga rin ang final turnover o release.

Tandaan

Kapag may napulot na wallet:

Huwag lang isipin kung saan ito itatago.

Isipin ang buong handling sequence:

Found → Secured → Reported → Verified/Inventoried when authorized → Turned over → Released

At bawat importanteng handoff, dapat malinaw:

Sino → Ano → Kailan → Saan → Kanino

Documentation protects the property, the owner, at ang mga taong humawak nito.
