mag-verify muna,
i-coordinate sa supervisor or proper authority kung risky,
panatilihin ang controlled access position,
at i-document ang facts, instruction, action, time, witness, at turnover kung meron.

Authority is not just power.

Authority must have saklaw, basehan, proseso, coordination, at documentation.

May client policy.
May supervisor.
May CCTV.
May reklamo risk.

  • kapag may violation, detain agad
  • kapag suspicious, kapkap agad
  • kapag bawal ang gamit, kunin agad
  • kapag ayaw sumunod, pilitin agad
  • kapag tumakbo, habulin agad
  • kapag may utos, sundin agad kahit walang record

“May authority ba ako?”

Mas tamang tanong:

“Nasa saklaw ko ba ito?”
“May malinaw ba akong basehan?”
“May SOP ba?”
“May threat ba?”
“May witness or CCTV ba?”
“Na-coordinate ko ba?”
“Na-document ko ba?”

Dito pumapasok ang role clarity.

Role clarity protects the guard.

Legal / Authority Clarification: May Role, Pero Hindi Blanket Power

  • iba pang regulated private-security functions

  • access control

  • monitoring

  • safety and protection

  • initial response

  • reporting

  • coordination

  • documentation

  • verbal direction

  • verification

  • denial of entry

  • controlled access position

  • request for inspection

  • voluntary compliance

  • temporary safety intervention

  • physical restraint

  • citizen’s arrest

  • ID verification

  • visitor registration

  • restricted-area control

  • authorized inspection procedure

  • denial of entry

  • supervisor escalation

  • explain the policy

  • verify the person or authorization

  • maintain control of the access point

  • deny entry kung pinahihintulutan ng valid SOP

  • call the supervisor

  • request backup

  • document the incident

  1. Sa kanyang presensya, ang tao ay nakagawa, kasalukuyang gumagawa, o nagtatangkang gumawa ng offense;

  • actual facts

  • offense o immediate threat

  • personal observation o knowledge

  • applicable SOP

  • available backup

  • necessary level of action

  • supervisor at proper-authority coordination

  • turnover

  • documentation

  • explain policy
  • verify identity or purpose
  • call supervisor
  • deny entry kung allowed sa SOP
  • coordinate kung may threat
  • document the incident

2. Authority sa gamit

Ito naman yung tungkol sa items:

  • bag
  • package
  • cellphone
  • tools
  • prohibited items
  • company property
  • suspected stolen item
  • dangerous item

  • site policy
  • consent or voluntary compliance
  • supervisor instruction
  • witness/CCTV
  • threat level
  • documentation

Premises means assigned area, post, building, gate, lobby, compound, warehouse, mall, condo, office, or facility.

Dito pumapasok ang:

  • access control

  • ID at authorization verification

  • denial of entry kapag pinahihintulutan ng valid site policy at SOP

  • visitor verification

  • restricted-area control

  • gate control

  • entry and exit procedure

  • incident monitoring

  • supervisor o proper-authority coordination

Huwag kang padalos-dalos. Gamitin mo ang tamang channel, tamang basehan, at tamang record.

Actual-duty scenario

Halimbawa:

Naka-duty ka sa building entrance.

May visitor na gustong pumasok.
Walang proper ID.
May dalang bag.

  1. Explain the policy.
  2. Verify the purpose.
  3. Contact the recipient or supervisor.
  4. Request compliance kung may inspection policy.
  6. Escalate kung may threat or serious concern.
  7. Document what happened.

2. Tao ba, gamit, o premises ang issue?

Magkaiba ang handling ng:

  • tao
  • gamit
  • premises

Hindi pareho ang bag inspection, body search, detention, ID o authorization verification, denial of entry, at AOR issue.

3. May malinaw bang policy or SOP?

4. May malinaw bang basehan?

Huwag umasa sa hinala lang.

Ihiwalay ang:

  • hinala
  • observation
  • verified information
  • caught-in-the-act situation
  • actual threat

6. Kailangan ba ng supervisor or proper authority?

First 5 Seconds Action

2. I-identify kung ano ang involved

  • Tao ba?
  • Gamit ba?
  • Premises ba?
  • Policy violation ba?
  • Threat ba?

Magkaiba ang tamang response sa bawat isa.

3. Ibalik sa policy or SOP

Huwag gawing personal.

4. Mag-verify bago mag-escalate

Kung kaya i-verify, i-verify muna.

Recipient, ID, appointment, delivery details, authorization, or supervisor instruction.

5. I-coordinate at i-document

Kung lumalalim ang issue, call supervisor or proper authority.

Then document:

  • time
  • place
  • persons involved
  • what happened
  • action taken
  • who was informed
  • CCTV/witness if available

  • Mag-coordinate sa supervisor or proper authority.
  • Gumamit ng calm and professional words.
  • I-record sa logbook or incident report kung kailangan.
  • Panatilihin ang control kahit may pressure.

Iwasan

Kapag may possible incident:

“Ganoon kasi ginagawa namin dati.”

Mas protected ka kapag may record ng:

  • policy na sinunod
  • verification na ginawa
  • supervisor na tinawag
  • instruction na natanggap
  • action na ginawa
  • oras at lugar ng incident
  • witness or CCTV kung meron

Panghuling Paalala

Role clarity protects the guard.

2. Kapag may violation, pwede bang kumilos agad?

Authority sa tao usually involves approach, verification, access control, and safety.
Authority sa gamit involves inspection, consent, voluntary compliance, or proper turnover.
Authority sa premises involves access control, restricted area, gate/lobby procedure, and site security.

Magkaiba ang handling ng bawat isa.

4. Kapag may client policy, automatic ba iyon ang susundin?

Client policy and site SOP matter. Pero kung may legal risk, unclear instruction, or physical action involved, mas kailangan ng supervisor coordination, written instruction when possible, and documentation.

7. What Authority Does a Security Guard Have?
A security guard has authority within the assigned post, premises, site policy, access-control procedure, and lawful security function.
But that authority is not unlimited police power.
A guard should check the facts, SOP, threat level, consent or compliance issue, supervisor instruction, proper-authority coordination, and documentation before taking risky physical action.
The safer question is not only “Do I have authority?”
The safer question is:
Is this within my scope, based on facts, allowed by SOP, properly coordinated, and documented?

“May authority ba o wala?”

Mas mahalagang malinaw ang pagkakaiba ng:

  • authority sa tao

  • authority sa gamit

  • authority sa premises

  • access control

  • inspection

  • denial of entry

  • physical restraint

  • citizen’s arrest

  • use of force

  • AOR

  • reporting at documentation
