Minimum Wage ng Security Guard sa NCR: ₱755 na ba? Update sa Wage Orders NCR-27 at NCR-28

Last updated: September 13, 2026

Hanggang September 25, 2026:
Ang practical prevailing minimum-wage baseline for NCR non-agriculture remains ₱695/day, habang restrained pa sa korte ang Wage Order NCR-27—unless mas mataas na rate ang already applicable sa worker dahil sa contract, company policy, CBA, voluntary payment, o ibang valid basis. The current NWPC homepage itself says NCR-27 implementation is awaiting final court resolution.

Beginning September 26, 2026:
A separate Wage Order NCR-28 is scheduled to provide a ₱60/day increase, bringing the NCR non-agriculture minimum wage from:

₱695 → ₱755/day

and the lower NCR category from:

₱658 → ₱718/day.

NCR-28 was approved by the RTWPB-NCR on September 7. Current reports citing DOLE state that it was subsequently published and is set to take effect on September 26.

For covered security guards assigned in NCR, the important figure is generally the non-agriculture rate, not the ₱718 lower-sector rate.

Bakit ₱755 ang Relevant Rate sa NCR Security Guard?

Under DOLE Department Order No. 150-16, unless a higher minimum wage is agreed upon, security guards and other private security personnel are entitled to not less than the minimum wage prescribed for the non-agricultural sector in the region where they are assigned, regardless of the business of the client or principal.

Ibig sabihin:

Kung security guard ka na actually assigned sa NCR, hindi dahil naka-post ka sa maliit na retail establishment ay automatic na lower ₱718 category ang susundin.

The security-industry rule points to the NCR non-agriculture minimum.

So kapag NCR-28 takes effect as scheduled:

Minimum reference for covered NCR security personnel = ₱755/day, unless a higher applicable rate already exists.

Ano ang Nangyari sa Wage Order NCR-27?

Ito ang original 2026 NCR wage order.

Wage Order NCR-27 granted a total ₱85/day increase, divided into two tranches:

StageNCR Non-Agriculture
Previous minimum₱695/day
First tranche: +₱60₱755/day
Second tranche: +₱25₱780/day

For the lower NCR category, the published schedule was:

₱658 → ₱718 → ₱743/day.

The actual Wage Order NCR-27 document states that the total ₱85 increase would be implemented as ₱60 upon effectivity and another ₱25 effective January 20, 2027. It was approved June 23, published July 9, with the first-tranche effectivity stated as July 25, 2026.

Pero nagkaroon ng court challenges before and shortly after that scheduled implementation.

Bakit Hindi Basta NCR-27 ang Sinusunod Ngayon?

Court orders stopped the rollout.

The dispute involved court actions in Pasig and Navotas, and the current NWPC homepage now specifically notes:

“Implementation of Wage Order No. NCR-27 is awaiting final Resolution from Pasig RTC 152 and Navotas RTC 287.”

Pasig RTC Branch 152 later issued a preliminary injunction against NCR-27, subject to a ₱10-billion bond. DOLE and NWPC continue to challenge the restraint.

DOLE also disclosed that the Office of the Solicitor General filed a Motion to Resolve on September 3, after an earlier motion for reconsideration, as government continued seeking implementation of NCR-27.

So:

NCR-27 was not simply cancelled.

But its implementation remains tied up in litigation.

Ano Naman ang Wage Order NCR-28?

Habang unresolved ang NCR-27, RTWPB-NCR approved another wage order:

Wage Order NCR-28.

Its purpose is effectively to provide a new ₱60 daily increase while the legal dispute over NCR-27 continues.

Under NCR-28:

Non-agriculture:
₱695 → ₱755/day

Agriculture and covered lower-rate establishments:
₱658 → ₱718/day

DOLE explained that NCR-28 should not simply be interpreted as reducing the earlier ₱85 increase to ₱60. NCR-27 remains a separate subject of litigation.

That distinction matters.

So Nawala Na Ba ang Natitirang ₱25?

Hindi pa safe sabihin na cancelled na permanently ang ₱25.

Under NCR-27, the second tranche was supposed to add another ₱25 on January 20, 2027, bringing the non-agriculture rate to ₱780/day.

Pero dahil NCR-27 remains under legal dispute, huwag muna i-budget ang ₱780 as guaranteed January 2027 minimum wage.

The legal and regulatory effect of NCR-27—including its remaining ₱25 tranche—still depends on the outcome of the pending proceedings and any future wage-board or DOLE/NWPC action.

Practical rule:

₱755 on September 26 under NCR-28 is the next concrete scheduled change.

For the possible ₱780 later:

wait for an official update.

Ano ang Dapat I-check ng NCR Security Guard Ngayon?

Kung ang work period mo ay before September 26

Check:

  • basic daily rate;
  • actual assignment;
  • payslip;
  • DTR;
  • duty schedule;
  • payroll advisory; at
  • any written company/agency wage notice.

Kung ₱695/day ang basic rate, that remains consistent with the prevailing baseline being used while NCR-27 is restrained, assuming no higher applicable agreement or rate.

Kung ₱755 or higher na ang binabayad:

huwag automatically isipin na ibabalik mo ang difference.

During the earlier TRO period, DOLE said workers who had already received the wage adjustment should not be required to return it, and employers should not deduct that differential from later payroll.

Kung September 26 Onward ang Work Period

For a covered security guard assigned in NCR, check whether the basic daily wage has been adjusted to:

₱755/day

assuming NCR-28 proceeds with its announced September 26 effectivity and no new official order changes the situation before then.

Kung hindi nagbago ang rate, ask payroll or HR for the written basis.

A simple professional question:

“Good day po. May I request clarification on the basic daily wage rate being applied to my NCR assignment beginning September 26, 2026, in view of Wage Order NCR-28 and DOLE Department Order No. 150-16?”

Keep the reply.

Paano ang OT, Night Differential, Holiday at Rest-Day Pay?

Hindi basic pay lang ang dapat tingnan.

Security guards are also entitled to applicable labor-standard benefits such as:

  • overtime pay;
  • night-shift differential;
  • holiday pay;
  • rest-day or special-day premium;
  • 13th-month pay; and
  • other legally applicable benefits.

DOLE Department Order 150-16 specifically recognizes these labor-standard entitlements for private security personnel.

So kapag legally applicable basic wage changes, payroll should also review rate-based computations that use the daily or hourly rate.

Pero huwag basta mag-multiply gamit ang ₱755 sa payroll period before its applicable effectivity date.

Check the actual dates covered.

Bakit Nakakalito ang NWPC Website?

The RTWPB-NCR page currently displays:

Minimum Wage Rate: ₱718–₱755

and shows the NCR-27 table with:

₱755 first tranche
₱780 second tranche on January 20, 2027.

That table reflects the published NCR-27 wage schedule.

Pero kapag binasa ang broader NWPC site, may accompanying warning that NCR-27 implementation is awaiting final court resolution.

Kaya hindi safe ang:

“Nakita ko ₱755 sa website, therefore ₱755 na automatically today.”

Always read:

rate table + effectivity + court status + latest wage order.

Quick Payroll Check

NCR ang actual assignment?

No → Check the applicable regional wage order.

Yes → Continue.

Work period is before September 26?

Check the current payroll basis and any higher applicable wage already being paid.

Work period begins September 26 or later?

For a covered NCR security guard, check for the ₱755/day non-agriculture minimum under NCR-28, subject to any new official legal development.

Rate does not match?

Check whether the difference comes from:

  • basic wage;
  • number of days worked;
  • DTR;
  • overtime;
  • night differential;
  • holiday/rest-day work;
  • deductions; or
  • payroll cut-off.

Then request written clarification.

Not established.

“Guaranteed ₱780 na sa January 20.”

Not yet safe while NCR-27 remains litigated.

“₱755 na ang lahat today, September 13.”

NCR-28 is scheduled for September 26.

“₱718 lang ang minimum ng guard dahil retail ang client.”

For covered private security personnel, DOLE Department Order 150-16 points to the regional non-agriculture minimum, regardless of the principal’s business.

TSTS Practical Reminder

Kung NCR security guard ka:

Huwag headline lang ang tingnan.

Use this sequence:

CHECK THE DATE
→ CHECK YOUR ACTUAL ASSIGNMENT
→ CHECK THE BASIC RATE
→ CHECK YOUR DTR AND PAYSLIP
→ ASK FOR THE WRITTEN PAYROLL BASIS
→ KEEP YOUR RECORDS

As of this update, the clearest practical checkpoint is:

September 26, 2026 → ₱755/day for covered NCR security personnel under the non-agriculture rate, subject to any material official change before effectivity.

At para sa natitirang ₱25 under NCR-27:

monitor the court and official DOLE/NWPC updates.

Educational and Update Note

This article is for general educational and payroll-awareness purposes only. It is not individualized legal or payroll advice.

The NCR wage situation remains unusual because Wage Order NCR-27 is still under litigation while Wage Order NCR-28 is moving on a separate track.

  • latest DOLE/NWPC/RTWPB-NCR announcements;
  • any new court ruling;
  • actual region of assignment;
  • applicable work dates;
  • wage-order effectivity;
  • payslip;
  • DTR;
  • duty schedule;
  • employment/service agreement; and
  • any valid higher wage already being paid.

TSTS will update this article again if the court status of NCR-27 or the implementation of NCR-28 materially changes.
