Puwede Bang Pigilan ng Security Guard ang Isang Tao? Kailan May Authority at Kailan Dapat Mag-shift sa Coordination?

May taong papasok sa restricted area.

Wala siyang access pass.

Authority, Responsibility, at Procedure: Hindi Sila Pare-pareho

Authority

  • applicable Philippine law

  • authorized security duties

  • site Standard Operating Procedure

  • client access-control policy

  • Area of Responsibility

  • lawful supervisor or OIC instruction

  • emergency or safety procedure

  • actual circumstances sa incident

Responsibility

Halimbawa:

  • mag-control ng entry at exit

  • mag-verify ng access

  • protektahan ang restricted area

  • mag-report ng unauthorized movement

  • mag-coordinate kapag may refusal

Halimbawa:

  1. Inform

  2. Verify

  3. Deny or delay access when supported by procedure

  4. Coordinate

  5. Escalate when necessary

  6. Record and report

Please remain at the designated waiting area habang kino-confirm natin ang access authority ninyo.”

2. Kapag Restricted ang Lugar

May areas na hindi open sa lahat:

  • control room

  • stockroom

  • server room

  • utility area

  • private office

  • loading area

  • restricted floor

  • employee-only section

  • construction or hazardous zone

I-report at i-coordinate agad.

3. Kapag May Immediate Safety Concern

Halimbawa:

  • may fire alarm o evacuation

  • may active hazard

  • may exposed electrical area

  • may falling-object risk

  • may chemical spill

  • may crowd-control concern

4. Kapag May Controlled Entry o Exit Procedure

5. Kapag May Aktuwal na Security Incident

Kapag may actual threat, violence, property damage, unauthorized entry, emergency, o posibleng offense, puwedeng mas mataas ang urgency.

Pero actual handling still depends on:

  • ano mismo ang nakita

  • gaano kalapit ang danger

  • may weapon indicator ba

  • may kasama bang ibang guard

Repeat the instruction calmly.

Then coordinate.

Halimbawa:

May special instruction daw.

May approval daw ng manager.

VIP daw.

Regular employee raw.

Consider:

  • sino ang magse-secure sa post

  • nasaan ang suspect o involved person

  • may ibang guard bang malapit

  • may CCTV monitoring ba

  • kailangan ba ng police or emergency coordination

  • weapon indicator

  • aggressive approach

  • physical attack

  • multiple involved persons

  • crowd pressure

  • possible intoxication

  • attempt na agawan ng kagamitan ang guard

  • threat sa ibang tao

  • active property damage

  • immediate danger

Ang guard should not treat every refusal as a one-on-one contest.

Consider:

  • immediate ba ang danger

  • necessary ba ang action

  • proportionate ba sa threat

  • supported ba ng procedure

  • may safer alternative ba

  • may backup ba

Practical Decision Tree

Situation A: Wala pang immediate threat

Inform → Explain procedure → Verify → Coordinate → Record

Example:

“Sir/Ma’am, restricted po ang area. Please remain here habang vine-verify natin ang authorization.”

Situation B: Pinipilit lumampas sa access point

Repeat clear instruction → Maintain safe position → Alert nearby personnel → Notify OIC or control room → Avoid unnecessary physical confrontation

Situation C: May active aggression o immediate danger

Protect people and post → Call for backup → Follow emergency procedure → Coordinate with proper authority → Follow the site emergency procedure and use only the response reasonably necessary for the immediate situation, within authorized duty and applicable procedure.

Situation D: Lumabas na sa AOR

Do not abandon the post automatically → Observe and report direction of movement → Give exact location and description → Coordinate interception or response through authorized personnel

Clarify → Ask for confirmation through official channel → Record the instruction → Follow lawful and authorized procedure

Ano ang Dapat I-report?

Kapag may refusal o attempted unauthorized movement, huwag puro:

“May makulit dito.”

Mas useful ang factual report:

  • exact location

  • current action ng tao

  • access status

  • instruction already given

  • response ng tao

  • risk indicator

  • assistance needed

Example:

“Control, lobby entrance. One male visitor attempting to proceed beyond the access point without confirmed authorization. Verbal instruction already given. Visitor is refusing to wait but no physical aggression observed. Requesting OIC assistance for verification.”

Mas madaling magdesisyon ang response team kapag malinaw ang information.

Documentation Protection

Kapag na-resolve ang situation, i-record ang relevant facts according to site procedure.

Isama kung applicable:

  • date and time

  • exact location

  • reason for stopping or delaying access

  • required verification

  • instruction given

  • response ng tao

  • person or office contacted

  • instruction received

  • final disposition

  • witnesses or supporting records

  • incident report reference

Avoid emotional wording.

Hindi:

“Napakayabang ng visitor at gusto talagang manggulo.”

Mas factual:

“The visitor was informed that access was pending verification. He continued toward the controlled door despite two verbal instructions. OIC assistance was requested at approximately 7:18 PM.”

Ang incident report should explain what happened, what the guard observed, what instruction was given, at paano nag-coordinate ang guard.

Common Mistakes

Follow the site procedure.

6. Sobrang Lawak ng Authority Claim

Iwasan ang:

“Security guard ako. Puwede kitang pigilan kahit saan.”

Authority is connected to the guard’s authorized duty, assigned area, actual circumstances, applicable law, at proper procedure.

7. Sobrang Mahina ang Authority Framing

Iwasan din ang:

“Wala naman kaming authority. Tatawag lang kami.”

May role ang guard sa access control, safety, reporting, observation, procedure enforcement, at emergency coordination.

Hindi powerless ang guard.

Pero hindi unlimited ang authority.

Professional Survival Reminders

Know the Basis

“Bawal.”

Mas helpful:

“Hindi pa po verified ang access authority. Please wait habang kino-confirm natin sa admin.”

Keep a Safe Position

Maintain reactionary distance when possible.

Avoid unnecessary touching.

Do not allow yourself to be cornered.

Keep access to your radio or communication device.

Coordinate Early

Record the Sequence

Mas protected ang guard kapag malinaw ang:

observation → instruction → refusal → coordination → outcome

Frequently Asked Questions

Kapag walang immediate danger, prioritize clear instruction, safe positioning, backup request, and coordination.

Puwede bang habulin ang taong tumakas?

Hindi automatic.

Consider the AOR, safety, post security, available backup, direction of movement, level of threat, at instruction ng control room o supervisor.

Minsan ang tamang response ay observation, exact radio report, CCTV coordination, at interception by authorized personnel—not a solo chase.

Ang physical intervention should not go beyond what the situation and applicable rules reasonably require.

Ano ang dapat gawin kapag galit ang visitor?

Stay calm.

Repeat the requirement.

Avoid insults or threats.

Maintain safe distance.

Call the OIC or authorized representative early.

Document the refusal and final instruction.

Practical Summary

Inform.

Verify.

Control the access point.

Coordinate.

Escalate when necessary.

Record and report.

Hindi ito no action.

Tamang sequence ito.

Role clarity protects the guard.
